Looks like the Gov't of Spain bought 2500 Winchester 1892 for their mounted Civil Guard - then contracted with Anitua Garate y Cie to produce an exact copy of it, starting in 1915 and extending to 1937, when the Civil war destroyed the company, with production of this piece reaching 1,034,700 pieces, intended for sales domestically and sales into South America.
It started with a G and there was a first name that started with A and then "et CIA" (and Company) and the Gun Digest book of Gun values we have in the shop had listings, under this name, for handguns made by this company all of which were copies of European semi-autos, Colt revolvers, S&W revolvers, etc and apparently this company went out of business before 1925 - but there was no listings for long guns.
